Following NY Gov. Andrew Cuomo proposing a massive 160 percent cigar tax hike in his 2018-19 Executive Budget, the NYS Assembly and Senate passed their own one-house budget plans yesterday. The one-house bills identify priorities for negotiations on a final budget due by April 1st.
The Assembly’s budget resolution supports Cuomo’s massive cigar tax hike while the Senate opposes it. As budget negotiations intensify, this should NOT give comfort to cigar smokers and small businesses. The three sides will have to negotiate a final budget which may end up hiking cigar taxes.
Gov. Cuomo’s cigar tax hike would cause a dramatic spike in cigar prices and likely cause the closure of several tobacconists and small businesses across the state.
