As NY Gov. Andrew Cuomo and the NYS Legislature work towards negotiating a final 2018-19 state budget -- due by April 1st -- a massive 160% cigar tax hike is being considered. The plan would cause a permanent spike in the price of cigars, force consumers to the black market (purchases online, out-of-state, and from Native American retailers), and likely force many small businesses across the state to close.
